Receiving payments from Japan.

We are currently implementing a feature to accept payments from Japan, and some of our users are encountering an issue related to 3D Secure ID verification. Japanese credit card payments require 3D Secure authentication, but some customers do not have this security measure enabled, so they are unable to complete their payments.
Is there a solution or recommended workaround for this scenario?
